What does “deemed” status mean? What areas does The Joint Commission (TJC) have deemed status?

Deemed status is given by Centers for Medicare and Medicaid Services (CMS and affirms that a national healthcare accreditation organization not only meets but exceeds expectations for a particular area of expertise in the accreditation realm. Deemed status for an accreditation organization is similar to a healthcare organization receiving national accreditation. There is a large amount of prestige associated with the designation. It is one of the goals of accreditation organizations.

TJC has achieved such a level as voluntary “deeming” status for many of their accreditation areas. Those areas include:

  1. Ambulatory Surgical Centers – deemed as of 1996
  2. Clinical Laboratories
  3. Critical Access Hospitals – deemed status as of 2002
  4. Home Health- deemed status since 1993
  5. Hospice Agencies – deemed status since 1999
  6. Hospitals – deemed status since 1965
  7. Psychiatric hospitals – deemed status since 2011

TJC has achieved not voluntary “deeming” status for the following areas:

  1. Advanced Diagnostic Imaging
  2. Durable Medical Equipment, Prosthetics, Orthotics and Supplies (DMEPOS)
  3. Opioid Treatment Programs

What is the relationship between CMS and TJC?

CMS provides  oversight  authority for accreditation organizations. CMS conducts random audits of Joint Commission accredited and deemed organizations. In return, TJC provides CMS with a list of deemed organizations receiving decisions of accreditation  with follow-up survey, contingent accreditation, preliminary denial of accreditation as well as denial of accreditation.

Deemed status as it relates to state licensure and certification

Generally the fact that an organization has achieved accreditation in and of itself doesn’t guarantee the requirements of individual states have been met, the TJC accreditation and certification programs are recognized and relied upon by many states in regard to state quality initiatives.
